What is a statement of work in staffing?

In project management, a contracting officer or chief procurement officer (CPO) outlines the goals and deliverables for a specific project or service contract in a statement of work contract. When considering whether or not to make a bid for a given project or service contract, potential service providers evaluate whether or not they can satisfy the goals and deliverables for that particular project using the information provided in an SOW. A clear and concise statement of work lowers the possibility of misinterpretation or confusion. Additionally, it offers conversation points to enable the contractor and client to eventually sign a formal and legally binding agreement.
